Plan for a Clean Energy Future

"Well, I don’t believe that climate change is just an issue that’s convenient to bring up during a campaign. I believe it’s one of the greatest moral challenges of our generation. That’s why I’ve fought successfully in the Senate to increase our investment in renewable fuels. That’s why I reached across the aisle to come up with a plan to raise our fuel standards… And I didn’t just give a speech about it in front of some environmental audience in California. Barack Obama’s Plan

Reduce Carbon Emissions 80 Percent by 2050

  • Cap and Trade: Obama supports implementation of a market-based cap-and-trade system to reduce carbon emissions by the amount scientists say is necessary: 80 percent below 1990 levels by 2050. Obama’s cap-and-trade system will require all pollution credits to be auctioned. A 100 percent auction ensures that all polluters pay for every ton of emissions they release, rather than giving these emission rights away to coal and oil companies. Some of the revenue generated by auctioning allowances will be used to support the development of clean energy, to invest in energy efficiency improvements, and to address transition costs, including helping American workers affected by this economic transition.
  • Confront Deforestation and Promote Carbon Sequestration: Obama will develop domestic incentives that reward forest owners, farmers, and ranchers when they plant trees, restore grasslands, or undertake farming practices that capture carbon dioxide from the atmosphere.

Invest in a Clean Energy Future

  • Invest $150 Billion over 10 Years in Clean Energy: Obama will invest $150 billion over 10 years to advance the next generation of biofuels and fuel infrastructure, accelerate the commercialization of plug-in hybrids, promote development of commercial-scale renewable energy, invest in low-emissions coal plants, and begin the transition to a new digital electricity grid. A principal focus of this fund will be devoted to ensuring that technologies that are developed in the U.S. are rapidly commercialized in the U.S. and deployed around the globe.
  • Double Energy Research and Development Funding: Obama will double science and research funding for clean energy projects including those that make use of our biomass, solar and wind resources.
  • Invest in a Skilled Clean Technologies Workforce: Obama will use proceeds from the cap-and-trade auction program to invest in job training and transition programs to help workers and industries adapt to clean technology development and production. Obama will also create an energy-focused Green Jobs Corps to connect disconnected and disadvantaged youth with job skills for a high-growth industry.
  • Convert our Manufacturing Centers into Clean Technology Leaders: Obama will establish a federal investment program to help manufacturing centers modernize and Americans learn the new skills they need to produce green products.
  • Clean Technologies Deployment Venture Capital Fund: Obama will create a Clean Technologies Venture Capital Fund to fill a critical gap in U.S. technology development. Obama will invest $10 billion per year into this fund for five years. The fund will partner with existing investment funds and our National Laboratories to ensure that promising technologies move beyond the lab and are commercialized in the U.S
  • Require 25 Percent of Renewable Electricity by 2025: Obama will establish a 25 percent federal Renewable Portfolio Standard (RPS) to require that 25 percent of electricity consumed in the U.S. is derived from clean, sustainable energy sources, like solar, wind and geothermal by 2025.
  • Develop and Deploy Clean Coal Technology: Obama will significantly increase the resources devoted to the commercialization and deployment of low-carbon coal technologies. Obama will consider whatever policy tools are necessary, including standards that ban new traditional coal facilities, to ensure that we move quickly to commercialize and deploy low carbon coal technology.

Support Next Generation Biofuels

  • Deploy Cellulosic Ethanol: Obama will invest federal resources, including tax incentives, cash prizes and government contracts into developing the most promising technologies with the goal of getting the first two billion gallons of cellulosic ethanol into the system by 2013.
  • Expand Locally-Owned Biofuel Refineries: Less than 10 percent of new ethanol production today is from farmer-owned refineries. New ethanol refineries help jumpstart rural economies. Obama will create a number of incentives for local communities to invest in their biofuels refineries.
  • Establish a National Low Carbon Fuel Standard: Barack Obama will establish a National Low Carbon Fuel Standard to speed the introduction of low-carbon non-petroleum fuels. The standard requires fuels suppliers to reduce the carbon their fuel emits by ten percent by 2020.
  • Increase Renewable Fuel Standard: Obama will require 36 billion gallons of renewable fuels to be included in the fuel supply by 2022 and will increase that to at least 60 billion gallons of advanced biofuels like cellulosic ethanol by 2030.

Set America on Path to Oil Independence

Obama’s plan will reduce oil consumption by at least 35 percent, or 10 million barrels per day, by 2030. This will more than offset the equivalent of the oil we would import from OPEC nations in 2030.

  • Increase Fuel Economy Standards: Obama will double fuel economy standards within 18 years. His plan will provide retooling tax credits and loan guarantees for domestic auto plants and parts manufacturers, so that they can build new fuel-efficient cars rather than overseas companies. Obama will also invest in advanced vehicle technology such as advanced lightweight materials and new engines.

Improve Energy Efficiency 50 Percent by 2030

  • Set National Building Efficiency Goals: Barack Obama will establish a goal of making all new buildings carbon neutral, or produce zero emissions, by 2030. He’ll also establish a national goal of improving new building efficiency by 50 percent and existing building efficiency by 25 percent over the next decade to help us meet the 2030 goal.
  • Establish a Grant Program for Early Adopters: Obama will create a competitive grant program to award those states and localities that take the first steps to implement new building codes that prioritize energy efficiency.
  • Invest in a Digital Smart Grid: Obama will pursue a major investment in our utility grid to enable a tremendous increase in renewable generation and accommodate modern energy requirements, such as reliability, smart metering, and distributed storage

Restore U.S. Leadership on Climate Change

  • Create New Forum of Largest Greenhouse Gas Emitters: Obama will create a Global Energy Forum — that includes all G-8 members plus Brazil, China, India, Mexico and South Africa -the largest energy consuming nations from both the developed and developing world. The forum would focus exclusively on global energy and environmental issues.
  • Re-Engage with the U.N. Framework Convention on Climate Change: The UNFCCC process is the main international forum dedicated to addressing the climate problem and an Obama administration will work constructively within it.

Barack Obama’s Record

  • Renewable Fuels: Obama has worked on numerous efforts in the Senate to increase access to and use of renewable fuels. Obama passed legislation with Senator Jim Talent (R-MO) to give gas stations a tax credit for installing E85 ethanol refueling pumps. The tax credit covers 30 percent of the costs of switching one or more traditional petroleum pumps to E85, which is an 85 percent ethanol/15 percent gasoline blend. Obama also sponsored an amendment that became law providing $40 million for commercialization of a combined flexible fuel vehicle/hybrid car within five years.
  • CAFE: Obama introduced a bold new plan that brought Republicans and Democrats, CAFE supporters and long-time opponents together in support of legislation that will gradually increase fuel economy standards and offer what the New York Times editorial page called "real as opposed to hypothetical results."

After waiting outside for hours, thousands of enthusiastic Sen. Barack Obama fans began filing into Reunion Arena Wednesday in advance of a rally with the Democratic presidential candidate.

Volunteers formed a human barricade to keep people from jumping to the front of the line and asked supporters to turn off their cellphones.

Several of the candidate’s supporters said early Wednesday that they were at the event because they wanted to be a part of history. Mr. Obama visited San Antonio and Houston on Tuesday; some 15,000 people were expected at the noon rally in downtown Dallas.

… LaTonya Marcus, 34, of Grand Prairie said she took off a day from work at a pharmaceutical company to be one of the first in line at 4 a.m.

“I wanted to be able to see history and be able to support a presidential candidate I believe in,” she said. “I like his position on the economy, health care and the war in Iraq. I also like his desire to bring down the walls and bring people together.”

… Ms. Huber said she was excited that her vote will count in the March 4 Texas primary. Describing herself in the past as a voter, but a dispassionate one, she said she now is moved to attend rallies, volunteer and donate money.

“He’s exciting and gotten a lot of people involved in the process, like me,” she said.

A buoyant Michelle Obama, fresh from husband Barack Obama’s 17 percentage point victory in Tuesday’s Wisconsin presidential primary, wooed Rhode Island voters yesterday at a confab on women’s issues in Providence and at a boisterous, applause-punctuated rally for her husband’s campaign at the Community College of Rhode Island’s Warwick campus.

… “We’ve learned a lot this year,” Obama told a CCRI gathering estimated at 2,200. “We’ve learned that people are hungry for change. … Hope is making a comeback. I like it.”

… She spoke at length about her husband’s early career as a neighborhood organizer in Chicago, and how he chose work as a civil-rights lawyer over far better paying work on Wall Street.

… “I am very impressed,” said Susan Farmer, a Republican who became the first woman elected to statewide office in 1982 when she won election as Rhode Island’s secretary of state. “I am proud to support Barack Obama, the strongest and best candidate for president of the United States, the right person at this time in our history.”

For the next 13 days, Vermonters are going to get a rare taste of presidential politics as the two United States senators seeking the Democratic presidential nomination ask for their votes.

Last week, the campaign of Illinois Sen. Barack Obama opened a campaign office and started running television ads in the state.

… The Obama campaign is starting to draw in support from some of the state’s most famous politicians and cultural icons. And this week anyway, Obama is outspending Clinton on the state’s largest television station.

Earlier this week, U.S. Sen. Patrick Leahy and ice cream magnates Ben Cohen and Jerry Greenfield endorsed Obama.

…"I’m very happy with how things are going in Vermont for us," said Obama state director Rob Hill. "There was an enormous level of volunteer activity that had grown up organically before we even got here."

It was her admiration for former President Bill Clinton that initially prompted Donna Williams to support Sen. Hillary Clinton’s candidacy — but she’s now rooting for Sen. Barack Obama.

"I’m excited about Barack. I’ve been listening to what he has to say, and I like his ideas about inclusion," said Williams, one of about 70 women who attended a "Women for Obama Tea" on Wednesday at the Edward L. "Peel" Coleman Center.

They came to hear award-winning actress Alfre Woodard, who’s stumping for Obama, her friend of four years.

… Woodard’s first stop in Stark County was at Obama’s Canton headquarters at 1800 Cleveland Ave. NW for its official opening.

"It’s not just enough to vote for him," she told the standing crowd of 50. "You have to do something."

"I enjoyed her," said Dixie Wadsworth of Minerva, who signed up to volunteer for Obama’s campaign. "It was a nice little celebratory kickoff."

James "Shelley" Bishop of Plain Township said he, too, was inspired by Woodard’s visit.

"I think it was lovely," he said. "Perfect. Right on time. Canton needed this."

Cleveland Mayor Frank G. Jackson Endorses Barack Obama for President

Cleveland, OH — Today, Cleveland Mayor Frank G. Jackson announced his endorsement of Senator Barack Obama for President at a community gathering in Cleveland with Michelle Obama.

"As the Mayor of Cleveland I know first hand the struggles that working families face, and how desperately we need a new direction in Washington," said Mayor Jackson. "Sen. Obama provides the real change Americans so urgently need, and has spent his life fighting for working families. He is committed to revitalizing the urban core of America, fighting poverty, bringing good-paying jobs back to Ohio, and lowering health care costs.  Senator Obama is committed to improving the lives of the least of us. He provides hope to those who need it most.  He will fix what is wrong in America today.  That’s why I am endorsing Senator Obama to be the next President.  He will bring change we can believe in." 

Mayor Jackson took office in 2006 and has aggressively confronted poverty and crime across the city, while also refocusing efforts on education, health care, rebuilding Cleveland’s neighborhoods and fostering economic development in downtown Cleveland. 

“Mayor Jackson set a model for urban leaders across the country with his plan to restore our nation’s cities," said Senator Obama. “It’s time we turn the page on the division that has kept us from focusing on the issues that really matter, like ensuring our inner city schools receive the resources required to educate our children, that every American has access to quality, affordable health care, and that we make the economy work for working families. Also announcing their endorsements this week were Ohio Attorney General Marc Dann’s wife Alyssa Lenhoff-Dann, Ohio Treasurer Richard Cordray, and legislators throughout the state.  Senator Obama has also been endorsed by Columbus Mayor Michael Coleman and Youngstown Mayor Jay Williams.

Michelle Obama traveled to Cleveland, Ohio today, where a crowd of almost a thousand people was definitely fired up!  Deputy Regional Field Director Alex Okrent encouraged the crowd to vote early for Barack.  He said, "After this event, we’re going to get a big crowd of people to march over to the County Board of Elections right next door and vote for Barack!"

Michelle was introduced by Cleveland Mayor Frank Jackson, who used his introduction to announce his endorsement of Barack Obama!

He said:

Barack understands the problems that Americans face.  He understands the foreclosure crisis.  He’s committed to young people.  He’s committed to access to healthcare and education.  He’s committed to people who are disenfranchised by our society.  He will fight every day for working Americans.

Michelle spoke about Barack’s ability to bring about change that Americans can believe in.  She said, "I know in my heart that there’s no one else in this race who can inspire Americans to believe in themselves…The only way to work with people is to build bridges, not tear them down."

Michelle continued:

If we only define experience by narrow qualifications, no one is qualified to be President.  Barack brings an unconventional experience to this race, and it has value.   When he was in the Illinois State Senate, he passed legislation expanding health care for kids, reforming ethics laws, repairing a broken death penalty system, and ending racial profiling.  These are issues that you work on because you are trying to make change.

After the event, I spoke to George and Valerie from Hudson. They’ve recently decided to support Barack because of his "integrity and honesty," and are excited to vote for him on March 4.

George believes that Barack "works for the common man" and "will bring integrity to our government." Valerie likes his record of public service, and his positions on the war in Iraq, education, and healthcare.

No Child Left Behind Left the Money Behind: The goal of the law was the right one, but unfulfilled funding promises, inadequate implementation by the Education Department and shortcomings in the design of the law itself have limited its effectiveness and undercut its support. As a result, the law has failed to provide high-quality teachers in every classroom and failed to adequately support and pay those teachers.

Students Left Behind: Six million middle and high school students read significantly below their grade level. A full third of high school graduates do not immediately go on to college. American 15 year olds rank 28th out of 40 countries in mathematics and 19th out of 40 countries in science. Almost 30 percent of students in their first year of college are forced to take remedial science and math classes because they are not prepared.

High Dropout Rate: America has one of the highest dropout rates in the industrialized world. Only 70 percent of U.S. high school students graduate with a diploma. African American and Latino students are significantly less likely to graduate than white students.

Teacher Retention is a Problem: Thirty percent of new teachers leave within their first five years in the profession.

Soaring College Costs: College costs have grown nearly 40 percent in the past five years. The average graduate leaves college with over $19,000 in debt. And between 2001 and 2010, 2 million academically qualified students will not go to college because they cannot afford it. Finally, our complicated maze of tax credits and applications leaves too many students unaware of financial aid available to them.

A hundred versus a million

Groups like this are forbidden from working primarily for the purpose of electing or defeating a candidate.

Yet here we have a committee that springs up on the eve of an election, promotes a specific candidate, and has no history or apparent purpose of lobbying specific issues outside the benefit to the candidate of these communications.

This raises a number of legal and ethical issues, but more than anything it reveals an attitude towards politics as a game that is played to win at all costs.

Americans are ready for change. We are tired of Swift Boat-style groups and smear campaigns.

Change To Win has officially decided to throw its endorsement behind Sen. Barack Obama (D-Ill.), according to Anna Burger, the chair of the group.

"Change to Win is excited to announce the endorsement of Barack Obama for President. We are the unions that organize and mobilize working people and believe that we can make a huge difference on the ground in the upcoming primaries. Change To Win is the new labor movement, the labor movement of the 21st century and we are excited about our ability to make a difference."

 

Youngest Superdelegate Endorses Obama

CHICAGO, IL – Today, Democratic National Committee Member Jason Rae endorsed Barack Obama for president, citing his ability to bring new people, including record numbers of young voters, into the political process.  Rae, a twenty-one year old college student from Wisconsin, is the youngest superdelegate in the country.

Below is Rae’s statement:

The Democratic Party is fortunate to have two very talented individuals running for President this election. It is a difficult choice for anyone, but in the end, the choice for me has become clear. I am proudly supporting Senator Barack Obama. 

In Wisconsin on Tuesday, voters chose change by an overwhelming margin.  Young people – most of whom never voted before – waited in lines for hours to cast their vote for Obama. As a young member of the Democratic National Committee I know that I represent America’s next generation of voters, and clearly my generation has chosen Senator Obama. According to CNN exit polls, Senator Obama carried 73% of Wisconsin voters aged 18-24 and 66% of those 25-29. When I see numbers like that, I know that there is no other person who can bring out new voters to the party like Senator Obama can. He has inspired a new generation of voters to get active and energized in the political process.

Massachusetts Superdelegate Backs Obama

The Boston Globe reports that Obama has picked up another superdelegate…
 
As Barack Obama keeps winning nomination contests, he also continues picking up support from superdelegates who could determine the Democratic nominee.

His campaign announced today that Margaret D. Xifaras, a Democratic National Committee member from Massachusetts, is in the fold.

"I was consciously and purposefully uncommitted in the presidential race for well over a year," she said in a statement issued by the Obama campaign. "I felt strongly that I wanted to see how each campaign handled the organizational, financial, issues development, and strategic aspects of his or her campaign.

"In the last few weeks I have increasingly felt drawn to support Barack Obama," Xifaras added. "From a decisive win in Iowa to the last ten wins after Super Tuesday, Obama and his campaign have shown their strengths organizationally, financially, issues-wise, and certainly strategically. If they had just said those words about change, it would not have been enough — the campaign would have stalled or peaked long ago. But they have tapped into so many more important lines: financial support, relevant issues, and superb training and reaching out through community based organizers rather than just the same old political establishment."

As of last week, she was one of seven uncommitted superdelegates from Massachusetts. Obama had 10 supporting him, while Hillary Clinton had nine.
